Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 2 costs, 0 mixed.

No home solar credit on prime farmland

This bill would block the residential clean energy tax credit for property on "prime farmland." Prime farmland would be land the Agriculture Secretary labels as prime under federal rules (7 CFR 657.5). The rule would apply to property placed in service after enactment. Homeowners on such land would not be able to claim this credit for new clean energy systems.

No business energy credits on prime farmland

This bill would deny key clean energy tax credits for projects on "prime farmland." Facilities or property on such land would not qualify for the production tax credit or the energy investment credits. For the tech‑neutral investment credit, it would apply to projects that begin construction after enactment. For the other credits, it would apply to property or facilities placed in service after enactment. Prime farmland would be set by the Agriculture Secretary under federal rules (7 CFR 657.5).
