No LGBTQ Blocks for Schools, Libraries

If enacted, this bill would make elementary and secondary schools and public libraries ineligible for E-rate discounts. They would lose discounts if they block LGBTQ resources under an internet safety policy or otherwise. The bill would define LGBTQ resources as information related to homosexuality, bisexuality, transgender identity or status, gender nonconformity, gender expansiveness, gender identity, sexual orientation, or related topics. It would exclude certain visual depictions identified elsewhere in the statute. Institutions that continue to block covered resources would risk losing discounted services and would pay higher internet costs. Students and library users would gain greater access to those resources.
