  • Federal agencies would identify covered properties, assess options like trees, shade, cool or vegetated roofs, and prioritize actions by expected benefit and feasibility. Agencies must produce implementation plans within 180 days and update them at least every 2 years.
  • People who work, live, or visit near those federal sites could see cooler surfaces and ambient temperatures, reduced pedestrian heat exposure, and lower building cooling demand if agencies adopt measures such as increased tree canopy, green infrastructure, cool roofs, or permeable paving.
  • The General Services Administration would provide technical assistance and must report annually on progress, listing plans, covered properties, measures taken, estimated temperature or energy reductions, and estimated expenditures.
  • Implementation would prioritize cost-effective measures but would be subject to available appropriations and applicable law.
