SCREENS Act
Sponsored By: Representative Hinson, Ashley [R-IA-2]
Introduced
Summary
Creates a national computable-guideline framework for cancer screening recommendations that would turn evidence-based guidance into machine-readable logic and link it to health IT, health plans, and research funding. The bill focuses on interoperable, consumer-facing tools and privacy protections to help identify who needs screening and support shared decision making.

- Patients and families: Machine-readable screening logic would be publicly available and consumer-facing so patients can see recommendations and opt into certified tools. The law would require privacy safeguards and clear notices about how age, sex, and high-risk factors are used.
- Clinicians and health IT vendors: The bill would require certified electronic health record technology to include functionality that shows an individual’s status for recommended cancer screenings. That certification requirement would be phased in through rulemaking within 5 years and must work with mCODE or the US Core Data for Interoperability.
- Health plans: The Secretary would issue guidance within 2 years encouraging Medicaid managed care, Medicare Advantage, and exchange plans to integrate technology that operationalizes the computable recommendations and allow consumer opt-in.
- Researchers and implementers: The bill would let the Patient-Centered Outcomes Research Institute fund research, pilots, implementation, and dissemination of computable guidelines, decision aids, and interoperable tools to bring recommendations into practice.
