- Would require a department-wide audit to start within 180 days that covers military departments, combatant commands, defense agencies, and contractor-operated systems on DoD networks. The audit must try to identify manufacturer, model, firmware version, host product, data flows, network exposure, and potential for remote access.
- Would treat a “covered cellular module” as one made by entities listed under section 889, entities owned or controlled by the People’s Republic of China, or any other maker the Secretary of Defense finds to pose an unacceptable supply-chain risk.
- Would force DoD to report to congressional defense committees within 1 year and then every two years for up to 6 years with findings, planned mitigations like rip-and-replace, accelerated divestiture, network segmentation, firmware fixes, and trusted supply-chain substitutions, plus cost and timeline estimates and barrier analyses.
- Would require the Comptroller General to review DoD’s mitigation efforts and report on their implementation and effectiveness within 180 days after the DoD report.
