- Small and disadvantaged communities: At least 25% of the money must go to entities eligible for SDWA subsidies or to treatment works serving fewer than 25,000 people, giving small systems a guaranteed share.
- State control and focus: States must select recipients using their existing priority lists under section 216, and deposited amounts may only fund projects that address emerging contaminants, preventing use for other SRF purposes.
- Financial rules and funding levels: Deposited amounts cannot be used as security for tax-exempt bonds. The bill replaces a prior $100 million cap with a $1 billion annual authorization for the Safe Drinking Water SRF and also authorizes $1 billion per year for the new emerging-contaminant grants for FY2027–FY2031.
*This bill would authorize $1 billion per year for the SDWA SRF and $1 billion per year for the new emerging-contaminant grants for FY2027–FY2031, increasing federal spending during that period.*
