One-stop federal address change form

If enacted, the Administrator of General Services would provide a free online form you could use to send a mailing or residential address change to selected federal agencies. The form would require user authentication and identity verification through the federal single sign-on trusted identity platform. The IRS, Social Security Administration, Department of Veterans Affairs, and Postal Service would be the initial covered agencies; other agencies could join by written agreement after at least 60 days’ public notice. Covered agencies that accept a notice would generally update the address in each agency record and mail a notice to the old address before changing it. The Treasury Secretary would have to treat a form notification to the IRS as a valid change-of-address for tax purposes if the Secretary is satisfied the form’s authentication meets applicable security and privacy rules. Agencies could use information only to update addresses as described, the Administrator could not create a central address database or charge users, and use would be voluntary.

Agency costs, funding, and sunset

If enacted, each covered agency would have to reimburse GSA for its share of the cost of administering the form using amounts already available to the agency. The bill would not authorize additional federal money to set up or run the service. The pilot authority would end 5 years after the form first becomes available. If the form is not set up within 3 years after enactment, the authority would end 3 years after enactment.
