Show full summary
  • States and local governments that receive Byrne or COPS funds would have to report ALPR access or use that violated law or agency policy, any officer convictions for listed "covered offenses," and whether corrective measures were imposed. Failing to file required reports cuts next-year grant awards by 15% and failing to impose corrective measures cuts them by 10%.
  • The bill defines covered offenses to include crimes such as stalking, sexual assault, child abuse, identity theft, unlawful tracking, and other serious conduct tied to ALPR misuse. Agencies must document convictions and disciplinary steps for those offenses.
  • To verify compliance the Department of Justice Inspector General would be allowed to audit recipients. The Attorney General must publish the reports online to give the public visibility into ALPR misuse and agency responses.
