Streamlining state financing to speed affordable housing production. This bill would create a HUD formula grant program that gives States grants to consolidate and simplify the financing support they offer to builders, including a single universal application and technical assistance.
Show full summary
- States: States could consolidate financing functions into a single entity, reorganize or restructure agencies, hire staff to run the program, and opt in to a population-based grant formula that includes territories. Administrative costs for the grants are capped.
- Builders and developers: Builders would get a single application, technical assistance, and help to streamline Low Income Housing Tax Credit processes so financing is easier to access.
- Communities and local approvals: Grants can fund regulatory reforms to speed permitting and zoning changes to increase housing supply, and HUD must report activities and best practices to Congress.
*Authorizes $90.0 million per year for FY2027–FY2029 and would require future appropriations.*
