Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Commission to study Italian American museum

This bill would create an eight‑member commission to study a National Museum of Italian American History and Culture. Congressional leaders would each appoint two members within 90 days of enactment, and no federal employee could serve. The commission would pick a chair and, within 18 months of its first meeting, send two reports to the President and Congress on feasibility, costs, locations, collections, governance, and a possible tie to the Smithsonian. It would also propose any needed legislation, and could hold a national conference within 18 months of initial appointments. The commission would end 30 days after the final reports are submitted.

Commission staffing, ethics, and travel pay

Commission members would not be paid but could get federal‑rate per diem for travel. Members and key staff would file annual financial disclosures and be covered by federal ethics and injury rules. The commission could hire an executive director and other staff at temporary‑organization pay rates. It could ask agencies for technical help, but no federal employees could be detailed to serve on the commission.

No federal funds, private fundraising plan

The commission would have to run on private money. It could accept gifts, bequests, and donated property to support its work. No federal funds could be used to carry out this Act. It would also need a fundraising plan for building, operating, and maintaining the potential museum, including options to run without federal appropriations in the future. An independent review would test the plan’s viability, and both the plan and review would go to Congress.
