Show full summary
- Defines a "covered application" as DeepSeek or any successor developed or provided by High Flyer, so replacements from the same company would also be included.
- Directs the Director of the Office of Management and Budget, working with the General Services Administration, the Cybersecurity and Infrastructure Security Agency, the Director of National Intelligence, and the Secretary of Defense, to issue standards and guidelines for removing covered applications within 60 days after enactment.
- Creates narrow exceptions for law enforcement, national security activities, and security researchers. Any authorized use under those exceptions would require agencies to document risk mitigation steps for the use.
