Long-term health study in East Palestine

If enacted, this would fund a long-term study of health effects from the February 3, 2023 train derailment in East Palestine, Ohio, and the later venting and burning of chemicals. The Department of Health and Human Services would award a grant, contract, or cooperative agreement to a consortium of universities with the needed expertise. The Department would give extra weight to groups that already work with the affected communities. Congress would authorize "such sums as may be necessary" for fiscal year 2026, and the money would stay available until September 30, 2030. The Department would have to send a progress report to the Senate Committee on Health, Education, Labor, and Pensions and the House Committee on Energy and Commerce within 2 years after the award. It would also have to send a results and follow-up report within 1 year after the study results are published.
