Protect U.S. National Security Act
Sponsored By: Representative Jacobs, Sara [D-CA-51]
Introduced
Summary
Preserve USAID's independence. This bill would require that only an act of Congress can eliminate the U.S. Agency for International Development's status as an independent establishment and would prohibit federal funds from being used to remove that status.

- Requires the Secretary of State to certify compliance within 30 days and then annually for five years to the named committees.
- Prohibits any federal funds, including those from the American Relief Act, 2025, from being used to eliminate, dismantle, or subsume USAID.

Protect the foreign aid agency's independence
If enacted, this bill would bar using any federal funds, including money from the American Relief Act, 2025 (Public Law 118-158) or any other appropriations, to remove the United States Agency for International Development (USAID) from being an independent agency. It would confirm that current law does not allow eliminating, dismantling, or folding USAID into another agency without Congress. The Secretary of State would have to certify compliance to the House Foreign Affairs and Senate Foreign Relations Committees within 30 days of enactment and then yearly for five years. It also states that any reorganization should follow existing law and protect U.S. soft power abroad.
