Introduced

Summary

Moves administration of the Food for Peace program to the Department of Agriculture. Show full summary
  • Secretary of Agriculture: Would gain full legal and operational authority over Food for Peace programs and could exercise existing statutory authorities to implement or administer those programs. The Secretary could publish interim final rules that take effect on publication to ensure continuity.
  • USAID and the Administrator: References in law and regulation to the USAID Administrator or Agency would be treated as references to the Secretary of Agriculture or an office the Secretary assigns, shifting legal responsibility for Food for Peace duties away from USAID.
  • FEWS NET and interagency coordination: The Secretary would continue to operate the Famine Early Warning Systems Network or a successor program. The Secretary must consult from time to time with the Secretary of State when carrying out Title II of the Food for Peace Act (7 U.S.C. 1721 et seq.).

Food for Peace moves to Agriculture Department

If enacted, the Food for Peace Act work would move from USAID to the Department of Agriculture on the date of enactment. USDA would take over related authorities, assets, contracts, grants, loans, and existing rules, and legal references to USAID would mean USDA. USDA could use the same statutory powers USAID had and issue interim final rules that take effect on publication to keep programs running. USDA would continue the Famine Early Warning Systems Network (FEWS NET) or a successor. USDA would also consult with the Secretary of State when carrying out Title II food aid.
