Introduced

Summary

Moves top officials and congressional staff onto the public health insurance exchanges. It would also exempt people who live in counties with fewer than two insurers offering plans on an exchange from the individual mandate.

Show full summary
  • Would exempt individuals in any county with fewer than two issuers offering qualified plans on an exchange from the requirement to maintain minimum essential coverage. Related insurers that count as one employer are treated as a single issuer when determining that threshold.
  • Would require all Members of Congress and every congressional staffer to obtain coverage through an exchange and would bar government contributions toward that coverage. Members would no longer have discretion to decide which staffers must enroll through an exchange.
  • Would require the President, the Vice President, and defined political appointees to enroll through exchanges. It would bar government subsidies for their exchange coverage and limit any exchange tax credits or reduced cost sharing for these enrollees to the amount a similarly situated non-enrollee would receive.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

New marketplace rules for Congress and appointees

The bill would expand who can enroll through a special marketplace path to include the President, the Vice President, Members of Congress, congressional staff (including committee and leadership staff), and political appointees. It defines political appointees by federal job categories. Members would not be allowed to pick which of their staff can enroll. It would bar any government premium contribution for these enrollees, so they would pay more out of pocket. Their premium tax credits and cost-sharing reductions could not be larger than what a similar person outside this path could get. It would also treat Congress as not a small or qualified employer for marketplace and SHOP rules.

No mandate if county has one insurer

If enacted, you would be exempt from the coverage mandate for any period when your county has fewer than two insurers on the Exchange. Related insurers counted as one issuer would still be treated as a single company. This would apply to months that begin after the bill becomes law.
