Registry to reunite Korean American families

If enacted, the State Department would create a private national registry. It would be for Korean American families split from relatives in North Korea after July 27, 1953. The Special Envoy on North Korean Human Rights, or a designee, would collect names and other details. The registry would help plan in person and video reunions in South Korea, the United States, or third countries. It could include information on relatives who are deceased. The Secretary of State would seek to include reunion progress in any direct U.S.-North Korea talks. The Secretary would consult with South Korea. No later than one year after enactment, the Secretary would report to Congress. Reports would continue once a year for five years. They would cover the registry’s status, past reunions, North Korea’s responses, and rules that block emigration.
