New limits on non-U.S. flags at public buildings
This bill would bar non-U.S. flags on the outside of covered public buildings. It would also bar them in public indoor areas like entryways and hallways. Covered places would include Congress buildings, military bases, and U.S. embassies and consulates. Exceptions would allow POW/MIA and Hostage and Wrongful Detainee flags, and flags of visiting diplomats. Members of Congress could display their State flag at their offices. Military unit or branch flags, and flags supporting the Armed Forces, would be permitted. Historical U.S. flags like the Betsy Ross, Gadsden, and Bennington would be allowed. Public safety flags, and 9/11 Memorial and Remembrance Day flags, would be allowed. During religious services on military sites, flags of qualifying 501(c)(3) religious groups could be used. Federal agency flags, Indian Tribe flags, and flags of the local State or city would be allowed. If enacted, these rules would take effect upon enactment.
