Became Law
Summary
Export licensing transparency: This law requires the Secretary to provide annual reports to the House Committee on Foreign Affairs and the Senate Committee on Banking, Housing, and Urban Affairs about license applications and end-use checks for exports, reexports, releases, and in-country transfers to certain covered foreign entities. The reports must cover the prior year and include for each application the submitting entity, an item description including the Export Control Classification Number and reason for control, the end-user name and location, a value estimate, the decision, and the submission date. Reports must also list the date, location, and result of any end-use checks and include aggregate statistics. Non-aggregate information is exempt from public disclosure under the cited exemption and the Secretary must exclude information that could jeopardize an ongoing investigation. Reporting applies to entities located in Country Group D:5 and to entities listed on the specified supplements to part 744 of the Export Administration Regulations, and the requirement is subject to appropriations.
