In Committee
Summary
Caps federal funding at 75% per project while reshaping who can get San Francisco Bay restoration money and how it is delivered. It replaces a grant-only approach with broader funding mechanisms and adds limits on recipients tied to certain foreign countries of concern.

- State and local agencies, special districts, and public or nonprofit groups can use interagency agreements, contracts, or other funding arrangements instead of only grants. This gives more ways to receive federal support.
- Project sponsors must cover at least 25% of project, activity, or study costs, and federal payments cannot exceed 75% per project. That changes how projects budget and seek matching funds.
- Any non-federal entity domiciled in, headquartered in, organized under the laws of, or partnered with a listed foreign country of concern is barred from receiving funds under this section. This restricts recipients based on defined foreign ties.
