Securing Strictly Needy Americans’ Pivotal (SNAP) Benefits Act of 2025

Sponsored By: Representative Rouzer, David [R-NC-7]

In Committee

Summary

Tighten in-state integrity of SNAP benefits. This bill would require states to suspend Electronic Benefit Transfer accounts used only out-of-state for more than 60 days and would bar households that include an approved store owner from redeeming SNAP benefits at that store, with narrow exceptions.

Show full summary
  • Families and households: Accounts with transactions conducted exclusively out-of-state for over 60 days would be suspended until the household provides proof of in-state residency or an investigation confirms residency. This targets situations of prolonged cross-border use.
  • Store owners and retailers: Households that include an owner of an approved retail food store or wholesale food concern could not redeem SNAP benefits at that business. The rule does not apply to stores owned by publicly owned corporations or by government.
  • State agencies and enforcement: State SNAP agencies must suspend accounts and may investigate residency to restore benefits. The provisions would take effect one year after enactment and the bill does not create new funding.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

SNAP EBT suspended after 60 days away

State SNAP agencies would have to suspend your EBT account if all your purchases are made outside your benefit State for more than 60 days. The suspension would last until you show proof you still live in that State, or an investigation confirms it. The bill does not describe appeal steps or how missed months would be handled.

No SNAP use at your own store

If your household includes an owner of an approved SNAP store or wholesaler, you could not use SNAP at that business. This would not apply to stores owned by a public company or a government. You would need to use SNAP at a different retailer.

Changes start one year after enactment

All changes in this bill would start one year after enactment. Until that date, states, SNAP users, and stores would not need to follow these new rules.
