- Foreign nonprofit and multilateral organizations would be ineligible for U.S. foreign assistance if they perform or promote abortions, provide referrals or training, furnish abortion items, or financially support entities that do those things.
- U.S. nonprofit or nongovernmental organizations that receive federal funds would lose eligibility if they perform abortions, provide abortion items, mix federally funded programs with abortion services at the same site, or fail to keep a full physical and financial separation between funded programs and abortion activities.
- The ban covers transfers of federal funds and goods financed with those funds, narrowing how U.S. aid and supplies may be used or routed.
- Abortions resulting from rape or incest and abortions needed to save the mother’s life are excluded from the prohibition.

New limits on U.S. aid for abortion work abroad
This bill would restrict federal money and goods used outside the United States (including U.S. territories and possessions). Domestic and foreign groups would lose eligibility if they perform or promote abortions, make items to cause abortions, or fund others that do. Covered activities would include referrals, counseling, lobbying, and training. Domestic groups using federal funds would need full physical and financial separation from any abortion‑promotion work, with co‑location not allowed. It would allow exceptions for cases of rape, incest, or when the mother’s life is at risk.
