Protects personal use and custody of crypto

If enacted, the bill would stop the head of a Federal agency from prohibiting or restricting a covered user's ability to use convertible virtual currency for their own purposes. You would be able to buy real or virtual goods and services with such currency. You would also be able to self-custody digital assets using a self-hosted wallet or other means. The bill would define "convertible virtual currency" as a medium of exchange that either has equivalent value as currency under 31 C.F.R. 1010.100 (or successor regulations) or acts as a substitute for currency even if it lacks legal tender status. A "covered user" means a person who obtains such currency to buy goods or services on their own behalf. A "self-hosted wallet" means a digital interface used to secure and transfer convertible virtual currency where the owner retains independent control.
