  • Families and migrants who relied on FEMA's Shelter and Services Program would lose that source of federal shelter and services support.
  • FEMA would no longer operate the Shelter and Services Program and could not use new funds for it, and any unspent, unobligated balances from the program would be redirected.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

End FEMA shelter aid for migrants

If enacted, FEMA would have to end its Shelter and Services Program on the day this bill becomes law. No federal money could go to that program or any similar one. Migrants who would get shelter or related services through it would lose that support. States, cities, and nonprofits that run those services would also lose federal funding. The bill does not state a dollar amount.

Shift leftover FEMA funds to immigration enforcement

If enacted, any FEMA Shelter and Services money not yet obligated as of the day before enactment would move to Immigration and Customs Enforcement. The money would merge into ICE’s operations and support account. ICE would use it for enforcement, detention, and removal expenses. The transfer would occur when the bill becomes law. The bill does not list how much would move.
