Summary

VA care would become the only federal health plan for Members of Congress and congressional staff. Beginning January 3, 2027 the bill would require those individuals to receive care through Department of Veterans Affairs facilities or VA-authorized non-Department facilities and be treated as if they were veterans. By September 15, 2025 the VA and the Office of Personnel Management would jointly send Congress a plan with recommendations for any legislative changes needed to implement the transition.

Congress and staff would use VA care

Starting January 3, 2027, the only health plan the government could offer to Members of Congress and their staff would be VA health care. They would get care at VA facilities and some non-VA facilities under existing VA rules. They would be treated like veterans for getting care. This would replace other federal health plan options for their congressional service. The VA Secretary and the OPM Director would have to send Congress an implementation plan by September 15, 2025.
