  • Families and households: Low‑income families could see programs consolidated or redesigned to reduce "benefit cliffs" and to give caseworkers tools for a more holistic view of eligibility and outcomes.
  • Federal agencies and oversight: Agencies must provide requested data and testimony. The commission can issue subpoenas and obtain direct analytical support and savings estimates from the Congressional Budget Office and the Office of Management and Budget.
  • Congress and floor process: The commission must include CBO/OMB outlay savings estimates in its proposal and the resulting "Commission bill" would face tight, expedited procedures for consideration, including introduction within 5 legislative days and limited debate windows such as 90 legislative days for floor action and up to 30 hours of Senate consideration.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Review to streamline safety net programs

The bill would order a full review of safety‑net programs such as SNAP, Medicaid, SSI, Section 8, school meals, and Pell Grants. It would set which programs count and exclude Social Security, Medicare, and VA benefits. The review would look to combine or repurpose programs, move some entitlements to yearly funding, and design gradual phase‑downs so raises are not wiped out by benefit cuts. A report and draft bill would be due within 18 months after members are appointed, with a savings estimate from CBO and OMB. Households would see changes only if Congress later passes that bill.

New welfare review commission and fast track

This bill would create an 8‑member CARE Commission in Congress. Members must be named within 1 month. Anyone who was a registered lobbyist in the last 5 years could not serve. Vacancies must be filled within 14 days. Members would get daily pay at Executive Schedule IV and travel per diem. The Commission would be able to hold hearings and issue subpoenas. The Chair must sign subpoenas. It could ask any federal agency for information, and if the Chair asks, the agency head must provide it. Subpoenas could be served by any person. When the Commission submits its bill, leaders would have 5 legislative days to introduce it in each chamber. Each chamber would need to consider it within 90 legislative days. House debate would be limited to 10 hours with no amendments. Senate debate would be limited to 30 hours with no amendments. Passage would need a simple majority of Members present and voting. If the President vetoes, the Senate would have up to 10 hours on the veto message.
