DHS support for local special events
If enacted, DHS would set up a program to rate security risks at pre-planned events that are not National Special Security Events. Federal, State, local, Tribal, and territorial officials could ask for a risk rating to get security and situational awareness help. Ratings would consider factors like VIP attendance, event size and venue, credible threats, and other homeland security information. Some requests could be fast-tracked, and ratings could be reconsidered when needed. DHS could provide support when an appropriate official asks. The program would report yearly to Congress on requests, ratings, support provided, and would undergo periodic reviews.
Research to improve mass gathering safety
Within one year, DHS would start research and testing to better support safety at concerts, festivals, and other mass gatherings. DHS would coordinate with its science office and the special events program. This work would be done to the extent practicable and must respect privacy, civil rights, civil liberties, and constitutional limits. The bill does not set funding amounts or name grant recipients.
