Home delivery help for rural seniors
If enacted, this bill would create a Commodity Supplemental Food Program delivery pilot to test home delivery of food for low-income seniors. The Department would award competitive grants to State agencies, which must pass funds to local or subdistributing agencies to run delivery projects. Each State grant would be the lesser of the State's CSFP caseload at application time times $60 or $4,000,000. Grants could pay for transportation, third-party distribution, delivery staff, and outreach, and would prioritize projects serving rural participants. The pilot would be funded at $10,000,000 for each of fiscal years 2026, 2027, and 2028, and States would report annually while funds remain. Reports would be due no later than 180 days after the end of the fiscal year in which a grant was awarded and funds were distributed, and must include amounts delivered, number of participants served, total deliveries, average cost per delivery, evaluation of third-party services, and best practices.
