Introduced
Summary
Personnel transparency is the bill's central aim. It would force the head of the Department of Government Efficiency to report detailed staff information, brief oversight committees in closed sessions, and run a public website with weekly updates on personnel and funding changes.
Show full summary
- Federal employees. All employees of the Department and anyone serving on DOGE Agency Teams would be listed by name, title, role, background check status, security clearance status, and disclosed conflicts of interest.
- Department leaders and advisers. The head of the Department and any Senior Advisor with Department-related duties would be required to appear at closed briefings and explain current and planned Department activities and the extent of staff access to federal computer systems and personally identifiable information.
- The public. A public website would publish employee lists, numbers of layoffs and administrative leaves by office, and lists of programs with reduced, paused, or eliminated funding, updated at least once per week.
- Agencies. Agencies with DOGE Agency Teams must provide the Department the information needed for these reports and listings.
- Funding consequences. If the Department misses the March 31, 2025 deadlines it would face restrictions on using funds until it complies, including limits to activities started before January 20, 2025 and a ban on funding DOGE Agency Teams.

Public report and website for efficiency office
This bill would require the head of the Department of Government Efficiency to send Congress a full staff report. The report would list all employees, roles, background checks and results, security clearances, and any conflicts of interest and plans to fix them. The department head and any senior presidential advisor on this work would have to brief two committees in closed meetings by March 31, 2025, including how staff access federal systems and personal data types. The department would also have to run a public website by March 31, 2025, updated at least weekly. The site would list employees and roles, layoffs and administrative leave counts, programs with funding reduced (and amounts), paused (with a decision timeline), or ended, and contacts for questions. Staff on agency DOGE teams would be treated as department staff for these rules, and agencies would have to share needed information.
Funding freeze if efficiency office misses deadlines
If the department head does not meet the report, meeting, and website requirements by March 31, 2025, funding would be limited. While limits apply, the department could use money (including amounts previously for the United States Digital Service) only for work started before January 20, 2025. While limits apply, no federal funds could support any DOGE Agency Team formed under Executive Order 14158. The limits would end only after the head files the report, appears at the meetings, and runs the public website.
