Sponsored By: Representative Kelly, Trent [R-MS-1]

Introduced

Summary

Eliminate nonessential executive-branch civil service jobs that are not exempt from furlough. This bill would abolish positions defined as not excepted from furlough on the bill's specified abolition date, stop federal funding for those jobs after that date, and bar agencies from creating or reclassifying positions as excepted from furlough.

Show full summary
  • Workers: Occupied nonessential positions would be abolished the first day after each position becomes vacant, including vacancies from retirement, voluntary separation, or disciplinary action. This could lead to job losses when positions are vacated.
  • Vacancies: Nonessential positions that are unoccupied on the effective date would be abolished immediately and could not be filled.
  • Agencies: Agencies would be barred from designating any position as excepted from furlough if it was not already so designated during a prior funding lapse, and they could not establish new nonessential or furlough-exempt positions after the date.

Eliminates jobs furloughed in shutdowns; bans new exemptions

If enacted, executive-branch civil service jobs that are furloughed during funding lapses would be abolished. Unfilled jobs would end on the day the bill becomes law. Filled jobs would be abolished the first day they become vacant, such as after retirement, resignation, or discipline. After abolition, no federal money could pay salary or expenses for that job. Starting on enactment, agencies could not newly mark jobs as “excepted from furlough” unless they held that status in a past shutdown, and new jobs could not be made excepted. The bill text does not include severance, redeployment, or retraining.
