Supporting Farm Operations Act of 2025

Sponsored By: Representative Moolenaar, John R. [R-MI-2]

Introduced

Summary

Freeze the adverse effect wage rate (AEWR) for H-2A farmworkers in each State at the December 31, 2023 level through December 31, 2026. It would also require wages to be set by a primary duties evaluation when workers perform multiple tasks.

Show full summary
  • H-2A workers: May face slower wage growth because the AEWR is fixed at each State's 12/31/2023 rate through 12/31/2026, which could affect pay for seasonal agricultural workers.
  • Farm employers: Would not see AEWR increases during the freeze, limiting expected labor cost growth and changing how wages are determined when employees perform several duties.

H-2A farm wages frozen through 2026

This bill would keep each State’s required wage for H-2A farm workers at its December 31, 2023 level through December 31, 2026. Each State would use the rate that applied there on that date. If you do more than one task, the Labor Department would use your main job to set the required wage. This could hold wages flat for workers and keep labor costs steady for farms during this period.
