Pell to Grad Act

Sponsored By: Representative Stevens, Haley M. [D-MI-11]

Introduced

Summary

Expands Pell Grant eligibility to cover some postbaccalaureate study and raises the maximum Pell period from 12 to 16 semesters. This bill would let students who used Pell for part of a bachelor’s degree use remaining Pell for a first postbaccalaureate program, as long as they meet eligibility rules and the total does not exceed the new 16-semester cap.

Show full summary
  • Students and families: Students who received Pell for 1 to 15 semesters while completing a bachelor’s would be able to apply remaining Pell toward their first postbaccalaureate program, provided they still qualify and stay within the 16-semester limit.
  • Students in remediation: Time spent in noncredit or remedial courses would not count against a student’s Pell period, so those semesters would not reduce Pell eligibility.
  • Colleges and programs: Eligible institutions could see more students qualify for Pell for initial postbaccalaureate study, which may affect enrollment and how schools plan financial aid for first postbaccalaureate programs.

Pell Grants after bachelor's, longer limit

If enacted, some students could use Pell Grants for their first program after a bachelor’s degree. You would need to have received Pell for at least 1 but fewer than 16 semesters toward your first bachelor’s, and you would otherwise qualify for Pell except for having that degree. The lifetime limit would increase from 12 to 16 semesters, and your total across both programs could not exceed 16. Time in noncredit or remedial classes would still not count toward the limit.
