Timely and Accurate Benefits Act

Sponsored By: Representative Timmons, William R. [R-SC-4]

In Committee

Summary

This bill would require States to procure and use an Enhanced Income Verification Platform within one year to keep federal funding for income‑based benefit programs. It targets unreported or underreported income by combining payroll, tax, and consumer‑permissioned deposit account transaction data and by giving applicants the option to review and attest to that data.

  • States, including the District of Columbia and U.S. territories, would have one year to procure, contract for, and use the platform or face loss of federal funds for any program where eligibility or benefit amounts depend on household income.
  • Benefit applicants and families would see a wider range of income counted for eligibility. The bill lists wages, gig and self‑employment income, unemployment, Social Security, Supplemental Security Income, interest and dividends, rental and royalty income, child support and alimony, cash assistance, gifts, trust distributions, and other available income sources.
  • Federal and state administrators would gain automated, real‑time data matching and analytics to flag inconsistent reporting, accept applicant‑permissioned deposit account transaction data, and consolidate overlapping records to avoid double‑counting.

New income verification for benefit programs

This bill would make any income-tested federal program, or state/local program using federal funds, a "covered Federal benefit program." It would create a broad "enhanced gross income" definition that counts many kinds of money, including wages (W-2, gig, contract, self-employment), unemployment, Social Security and SSI, interest, rent, child support, gifts, trust distributions, and income found in bank transaction data. As a condition of receiving federal funds, States (including the District of Columbia and U.S. territories) would have to buy and use an "Enhanced Income Verification Platform" within one year after enactment. The platform would run automated, real-time data matches, accept applicant-permissioned deposit-account transaction data (with an option for claimants to review and attest), and consolidate overlapping records. If enacted, more types of money could be counted as income and states would increase automated checks, so households could see lower benefits, narrower eligibility, or more verification steps.
