Protecting Federal Agencies and Employees from Political Interference Act of 2025
Sponsored By: Representative Norton, Eleanor Holmes [D-DC-At Large]
Introduced
Summary
Retains federal headquarters and duty stations in the National Capital Region (NCR). This bill would establish a mandatory retention policy that keeps any federal agency headquarters and any employee duty station located in the NCR as of March 3, 2025, in place. That means agencies and positions listed on that date could not be moved out of the NCR unless a later law specifically approves a relocation. The rule applies to all federal entities with headquarters or duty stations in the NCR and creates a statutory freeze on moves.

Keeps agency headquarters and jobs in the National Capital Region
If enacted, agency headquarters in the National Capital Region on March 3, 2025 would have to stay there. Federal jobs with duty stations in the region on that date would also stay put. Moves could happen only if Congress later passes a law to approve them. This would only apply to offices and employees in the region on March 3, 2025. It would not add funding, enforcement, or exceptions.
