To authorize the President to award the Medal of Honor to E. Royce Williams for acts of valor during the Korean War.
Sponsored By: Representative Issa, Darrell [R-CA-48]
Introduced
Summary
Authorize the President to award the Medal of Honor to E. Royce Williams. This bill would waive statutory time limits so the President could give Williams the Medal of Honor for his November 18, 1952 actions, when as a Navy lieutenant he shot down four and possibly five MiG‑15s in a 35‑minute dogfight over water. Findings note his badly damaged plane returned to the USS Oriskany with 263 holes and a foot‑long gash, that he suffered only a bloody neck injury, and that his Silver Star was upgraded to the Navy Cross in January 2023.
