Bill Overview

Analyzed Economic Effects

6 provisions identified: 5 benefits, 1 costs, 0 mixed.

Permanent CHIP funding for states

The bill would provide whatever funds are needed for state CHIP allotments starting in fiscal year 2029 and each year after. It would keep the Child Enrollment Contingency Fund available beginning in fiscal year 2024 and later. It would also clean up timing rules for how allotments are set. This would help states keep coverage for eligible children, but it would not set new benefit amounts.

Affordability protections would be permanent

Affordability protections for children and families would no longer end in 2029. The rules would be treated as ongoing, starting from the ACA’s enactment or October 1, 2019, as relevant. This could help keep kids’ coverage costs within set limits going forward.

States could cover more kids

States could choose to cover children above their old income cap. The qualifying states option would stay available after 2008, including years after 2029. Families in states that opt in could see new CHIP coverage for their kids.

More outreach money to sign up kids

The bill would set $12 million for outreach in fiscal year 2030. After that, the amount would rise each year with inflation. Ten percent set-asides would apply to each year’s funds. This could help states and groups find and enroll eligible kids in Medicaid and CHIP.

Steady funding for pediatric care quality

The bill would fund pediatric quality measures at $15 million in fiscal year 2030. In later years, the amount would grow with inflation. This would support tracking and improving children’s health care quality.

Express Lane enrollment option ends

The bill would end the Express Lane Eligibility option for Medicaid. States that used it would lose that shortcut. Some families could face more steps or slower decisions when applying.
