Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Tax credit to hire disaster-displaced workers

If enacted, employers could get a hiring tax credit for taking on certified displaced disaster victims. A local agency would need to certify the worker lived in a qualified disaster zone, worked at a site there right before the disaster that became inoperable, and is unemployed. A qualified disaster zone would be an area with a major disaster declared on or after January 1, 2024 that got individual aid. The incident period would be the FEMA dates, not starting before January 1, 2024. The credit would apply to hires starting on or after January 1, 2024.

Limits on credit for disaster hires

If enacted, the credit would have new limits. If the worker’s main workplace is outside the disaster zone, employers could not count wages for any week the worker worked 30 or more hours. Employers could only get the credit for hires made within one year after FEMA’s incident period ends. For disasters that ended before the bill is enacted, the enactment date would be used as the last day. For people who start work before enactment, some timing tests would be measured before the start date. These rules would apply to hires beginning on or after January 1, 2024.
