Pay Our Troops Act of 2025

Sponsored By: Representative Kiggans, Jennifer A. [R-VA-2]

Introduced

Summary

Keeps pay flowing to members of the armed forces during a government shutdown. This bill would make sure active-duty service members keep receiving pay and allowances, and would extend that protection to Department of Defense and Coast Guard civilians and to contractors who directly support those members, using unobligated Treasury funds limited to fiscal year 2025 and ending when new appropriations are enacted or on January 1, 2026.

Keep military pay during 2025 funding lapse

The law pays members of the Armed Forces who serve on active duty during any period when FY2025 appropriations are not in effect. The Secretary of Defense (for DoD) and the Secretary of Homeland Security (for the Coast Guard) may also fund pay for civilian DoD/Coast Guard employees and contractors the Secretary finds supported those members. Money comes from any Treasury funds not otherwise appropriated and is available only while interim or full-year FY2025 appropriations are not in effect. This authority ends when Congress enacts a regular or continuing appropriation for these purposes, when Congress enacts a bill without funding for these purposes, or on January 1, 2026, whichever comes first.
