Sponsored By: Representative Van Duyne, Beth [R-TX-24]
Introduced
Summary
Makes major federal rules budget neutral by forcing agencies to estimate their public costs and repeal other agency rules to offset those costs. This bill would require agency heads to publish cost estimates and a budget-neutral statement with every major rule.

Cost offsets for major federal rules
If enacted, agencies would need to offset the cost of any "major rule" by repealing other rules. Before issuing a major rule, the agency head would have to estimate its cost to the public, including costs to understand or carry it out. The agency would have to find and repeal offsetting rules and say in the Federal Register if the new rule is budget neutral. A major rule would mean one with a yearly economic effect of $100,000,000 or more, or big price or market harms. Guidance, policy statements, and interpretive rules would count as "rules" for these tests, but not rules for specific parties, internal staff, or routine procedures that do not affect outside parties.
