Woman on the Twenty Act of 2025
Sponsored By: Representative Beatty, Joyce [D-OH-3]
Introduced
Summary
Harriet Tubman on the front of the $20 Federal Reserve note. The bill would require that portrait and would require the Secretary of the Treasury to release a preliminary design by December 31, 2026, and would bar printing any $20 note after December 31, 2028 that does not prominently feature Harriet Tubman on the front.
Show full summary
- Treasury and the Bureau of Engraving and Printing would have to publish a preliminary Tubman $20 design by Dec. 31, 2026 and could not print $20 notes after Dec. 31, 2028 that do not show her on the front.
- The public would get a $20 bill that prominently features Harriet Tubman on the front, establishing a woman as a front-face portrait on U.S. paper currency.
- The law would formalize a specific design outcome and a public timetable for the $20 note, shifting future currency-design obligations toward implementing that portrait.

Harriet Tubman on future $20 bills
If enacted, Treasury would have to release a draft $20 design with Harriet Tubman by December 31, 2026. After December 31, 2028, Treasury could not print new $20 bills unless Harriet Tubman is on the front. This would change how $20 bills look, but not your taxes or benefits. Any printing costs would fall on Treasury and its printing bureau.
