Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Harder for U.S. to leave NATO

If enacted, the government would be barred from using money to suspend, end, or leave NATO. Two exceptions would apply: a two‑thirds Senate vote or a law passed by Congress. It would also require NATO members under 2% of GDP defense spending to pledge to reach 2% within five years. This would take effect upon enactment and end September 30, 2033.

Congress could sue to block NATO exit

If enacted, Congress could authorize its legal counsels to sue in federal court to stop an unlawful NATO exit. A Senate or House resolution would be needed to let counsel act. Any related resolutions would be handled under special procedures in a 1976 law. Legal counsel would quickly report such cases to the House Foreign Affairs and Senate Foreign Relations Committees. These powers would start upon enactment and end September 30, 2033.
