Guaranteed pay for service members and supporting personnel during FY2025 funding gaps. Show full summary
- Members of the Armed Forces: would receive pay and allowances for active service and inactive-duty training performed during any lapse in FY2025 appropriations.
- DoD and certain DHS civilian employees: would be paid when the Secretary concerned determines they are providing support to those service members; the Coast Guard is included only when it is not operating as a service in the Department of the Navy.
- Contractors: would be eligible for payment if the Secretary concerned determines they support those service members; this covers DoD contractors and, for the Coast Guard case described above, DHS contractors.
- Duration: the appropriation would cover the period of any lapse and would end on the earlier of an enacted appropriation for these purposes, enactment of applicable appropriations without such amounts, or January 1, 2026.
- Definitions: the bill uses Title 10 definitions for active service, Armed Forces, inactive-duty training, and reserve components and defines "Secretary concerned" as the Secretary of Defense or the Secretary of Homeland Security for Coast Guard matters.

Military pay would continue in shutdowns
If enacted, this would keep military pay and allowances going during any FY2025 funding lapse. You would be paid if you are a member of the Armed Forces, including reserves, and you perform active duty or inactive‑duty training during the lapse. The government would use Treasury funds, as needed, to cover these payments. Certain DoD civilians, and Coast Guard civilians when the Coast Guard is not operating under the Navy, would also be paid if the Secretary says they supported those members. Certain DoD and relevant DHS contractors would be paid if the Secretary makes the same support finding. The money would only cover the lapse period and would end when Congress passes funding that covers this pay, passes FY2025 spending without it, or on January 1, 2026.
