Bill Overview

Analyzed Economic Effects

8 provisions identified: 7 benefits, 0 costs, 1 mixed.

Hearing exams and hearing aids

If enacted, Medicare would cover routine hearing exams, exams for hearing aids, and other necessary hearing services starting January 1, 2026. Audiology and hearing services would be paid at 80% of the lesser of the provider charge or the Medicare fee schedule. Hearing aids would be treated as durable medical equipment and paid at 80% of the amount otherwise payable. You could get no more than one hearing aid per ear in any 48-month period. The Secretary could set limits, require prior authorization, or set minimum hearing-loss criteria.

Medicare denture coverage rules

If enacted, Medicare would cover dentures starting January 1, 2026. Payment would be 0% for services furnished before 2027 and 80% for dentures furnished in 2027 and later. You could get at most one full upper and one full lower denture every five years, and at most one partial upper and one partial lower denture every five years. The Secretary could add reasonable limits, require prior authorization, or waive frequency limits for specific people.

New Medicare dental coverage rules

If enacted, Medicare would start covering routine, basic, major, emergency, and other necessary dental services on January 1, 2026. Preventive and screening dental care would be paid at 100% in 2026 and later. Other dental care would phase in: 0% before 2027, 30% in 2027, 60% in 2028, and 80% in 2029 and later. Certain low-income subsidy eligible people would get preventive care 100% and other dental care at 80% beginning in 2027. Routine cleanings and routine exams would be limited to two paid services per 12 months. The Secretary could set additional limits, require prior authorization, modify coverage to match Task Force guidance, or waive limits for specific people.

Medicare vision exams and eyewear

If enacted, Medicare would cover routine eye exams and other necessary vision services starting January 1, 2026. Vision services would be paid at 80% of the lesser of the provider charge or the Medicare fee schedule, and routine eye exams would generally be limited to one paid exam per 12 months. Eyeglass lenses would be paid at 80% up to $100 per 12 months. Frames would be paid at 80% up to $100 per 24 months. Contact lenses payments would be paid at 80% up to a $200 total limit per 24 months. These dollar caps would be indexed for inflation starting in 2027. Physician-prescribed low-vision devices would be paid at 80%. The Secretary could set limits or require prior authorization.

Remove a Medicare coverage exclusion

If enacted, the bill would repeal paragraph (12) of section 1862(a) of the Social Security Act effective for services on or after January 1, 2026. Repealing that paragraph would remove a statutory reason Medicare could deny coverage for certain items or services. Actual coverage and payments would depend on CMS rulemaking and payment rules.

Remove eyeglasses noncoverage rule

If enacted, the bill would repeal the rule that said eyeglasses, contact lenses, and refractive exams are not covered by Medicare starting January 1, 2026. Removing that statutory exclusion would let Medicare consider paying for those items and exams. How much Medicare pays would depend on later CMS rules and payment policies.

Classify eyewear and hearing as DME

If enacted, the bill would change Medicare law to treat eyeglass lenses, frames, contact lenses, low-vision devices, and hearing aids as durable medical equipment. It would also exclude dentures, eyeglass lenses, contact lenses, and hearing aids from Medicare's competitive acquisition program. These changes would affect how suppliers are paid and how items are procured, which could change access and prices over time.

Add oral health expert to USPSTF

If enacted, the U.S. Preventive Services Task Force would be required to include at least one oral health professional. This requirement would begin on January 1 of the first year starting at least six months after enactment. Over time, this could influence preventive oral health recommendations and coverage.
