Coast Guard Sustained Funding Act of 2025

Sponsored By: Representative Green, Mark E. [R-TN-7]

In Committee

Summary

Guarantees continuing pay and benefits for Coast Guard military members, qualifying civilian employees, and contractors during a Coast Guard-specific funding lapse. The bill would create 14 U.S.C. 2780 to appropriate funds as needed to keep those payments flowing and to set limited exceptions to the Anti-Deficiency Act for emergency safety actions and functions tied to presidential duties.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Coast Guard pay during funding gaps

If enacted, the government would keep paying Coast Guard members during a Coast Guard‑specific funding gap. Pay and allowances would continue for active‑duty and reserve members who perform active service or inactive‑duty training. Qualified civilian staff and qualified contract workers would also get pay and benefits if the Commandant says they must work. Civilian eligibility would follow OPM rules for excepted or emergency work, or support roles for the Coast Guard or other Armed Forces. Contractors would qualify if they support those workers or are required to work during the lapse. A lapse would mean Congress has not passed Coast Guard funding before the fiscal year starts and no continuing resolution is in place. Money would be such sums as needed and would last until Congress passes funding for this purpose, or passes a bill without it.

What spending is allowed in shutdowns

If enacted, normal shutdown spending limits would still apply to Coast Guard operations under this section. The Anti‑Deficiency Act would apply, except in three cases. Agencies could spend if another law explicitly allows it, for emergencies to protect life or property, or for functions needed for the President’s constitutional duties. This is a legal rule and would not by itself change household paychecks.
