Show full summary
  • UAE recipients: The UAE would be unable to receive covered defense articles in the 12 specified U.S. Munitions List categories listed in 22 CFR Part 121 while the restriction remains in place.
  • U.S. defense industry and exporters: Companies that sell or seek licenses for items in those categories would face suspended exports and licensing until the required presidential certification is made.
  • Congressional oversight: The measure requires a specific presidential certification to two congressional committees before exports can resume, giving those committees a direct role in authorizing future transfers.
