It also defines "trusted" and "not trusted" and requires a report within 1 year identifying critical ICT and industrial capacity.
- Federal agencies and programs: The Commerce Secretary would develop a strategy that assigns lines of effort and agency responsibilities, and describes any changes to federal programs, laws, or structures needed to implement the recommendations. That strategy must be submitted 180 days after the initial report and list any additional federal resources required.
- Providers of advanced telecommunications capability and security partners: The bill would assess whether telecom providers depend on ICT deemed "not trusted" and identify federal actions to reduce that dependence. It also requires consultation with trusted vendors and national security and regulatory officials including the Secretary of State, Secretary of Homeland Security, the Attorney General, the Director of National Intelligence, and the FCC.

National plan for trusted tech supply chains
If enacted, the Commerce Secretary would study the information and communication technology supply chain. A report would be due no later than 1 year after enactment. It would name critical technologies, measure U.S. and other trusted vendors’ capacity, and check whether U.S. internet and telecom providers rely on untrusted gear. It would list federal actions and resources to back trusted vendors and assign agency roles. The Secretary would consult trusted vendors and leaders from State, Homeland Security, Justice, intelligence, and the FCC. Within 180 days after sending that report, the Secretary would submit a whole-of-government strategy to Congress with agency duties and any needed program or legal changes.
