Lawmakers' pay delayed if no budget
If a House of Congress misses the April 15 budget deadline, its Members’ pay would go into escrow. The hold would start April 16 and end when that House passes a budget resolution or on the last day of that Congress. Any money still in escrow on the last day of the Congress would be paid out. Taxes and other withholdings would be handled the same while pay is held. The rule would cover Delegates and the Resident Commissioner. It would start with fiscal year 2026 and apply each year after.
