Postal Police Reform Act of 2025

Sponsored By: Representative Garbarino, Andrew R. [R-NY-2]

Introduced

Summary

This bill would expand postal law enforcement and give the Postmaster General authority to set and enforce rules on USPS property. It adds Postal Service police officers to the statutory list of USPS law enforcement personnel and lets the Postmaster General prescribe regulations for protecting and managing Postal Service property and people on that property.

Show full summary
  • Postal law enforcement: Postal Service police officers would be explicitly named alongside Postal Inspectors in 18 U.S.C. 3061(a), formally expanding the enumerated USPS enforcement cadre.
  • Rulemaking power: The Postmaster General would be able to create and require conspicuous posting of regulations for property owned, occupied, or under the charge and control of the Postal Service.
  • Penalties: Violations of those posted regulations could be punished by a fine under Title 18, imprisonment for not more than 30 days, or both.
  • Who is affected: Postal Service police and other postal employees gain clearer statutory status, and people on USPS property become subject to the new posted rules and penalties.

New rules and enforcement at post offices

If enacted, the Postmaster General could set and post rules for postal buildings and grounds, and for people on them. Breaking a posted rule could bring a federal fine under Title 18, up to 30 days in jail, or both. Postal Service police officers would be clearly listed as USPS law officers who can enforce these rules. This would not change your taxes or give you new benefits.
