Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Plan to block machine gun converters

If enacted, the Attorney General, Homeland Security, and Treasury would build and start a strategy within 120 days. The plan would boost detection and seizures of machine gun conversion devices, including at ports. It would train state and local police, trace where devices come from, and address 3D printing. They would send an initial report in 120 days and updates at least every 2 years.

Seize profits from illegal machine guns

If enacted, authorities could forfeit money made from illegal machine gun trafficking. The bill would define illegal trafficking as making, manufacturing, importing, exporting, or transferring a machine gun in violation of law or regulations. These changes would take effect upon enactment. People who break those laws could lose their profits.

Clear rules on machine gun parts

The bill would define terms used in this act. It would use the tax code’s meaning of "machine gun." It would define a "machine gun conversion device" as parts made only to turn a weapon into a machine gun. These definitions would take effect upon enactment and guide enforcement and reporting.
