Freeze U.S. funds for climate and ozone pacts

The bill would stop federal money for the Montreal Protocol and the U.N. climate convention. It would also block funds for their meetings, related agreements, and any funds created under them. The freeze would last until the President certifies to the Senate and House foreign affairs and appropriations committees that two steps happened: China is removed from "developing country" status under Montreal Protocol Decision I/12E, and China is added to Annex I under the U.N. climate convention. These bans would apply despite any other law. Agencies and grantees would not be able to obligate or spend these funds until those certifications.
