Protecting our Guests During Hostilities in Ukraine Act

Sponsored By: Representative Fitzpatrick, Brian K. [R-PA-1]

Introduced

Summary

Temporary Ukrainian guest status would treat eligible Ukrainians paroled under the Uniting for Ukraine process as admitted and give them permission to work. It would tie how long they may stay to a 120-day window after the Secretary of State determines hostilities have ceased and would allow revocation for terrorism-related grounds under the Immigration and Nationality Act.

  • Eligible Ukrainians paroled under the Uniting for Ukraine process would be deemed admitted from their first parole and authorized to work for the duration of the status.
  • Employers could legally hire these guests because the status expressly authorizes employment incident to and for the duration of the status.
  • The Department of Homeland Security could revoke an individual's guest status if that person meets the terrorism-related removal ground in Immigration and Nationality Act section 241(b)(3)(B).
